Platform/Socionext/SynQuacerEvalBoard: Add missing ArmSoftFloatLib 



ArmSoftFloatLib is required for the AARCH32 build of the firmware
for SynQuacerEvalBoard.

Therefore, add the missing ArmSoftFloatLib to SynQuacerEvalBoard.dsc
