Silicon/SabaQemu: Use PcdPciMmio(32)64Translation PCD from MdePkg

PcdPciMmio(32)64Translation PCD is relocated to MdePkg that leveraged
by both ARM and RISC-V arch. This patch uses the one from MdePkg
instead the one under ArmPkg.
