Hisilicon: add PciSegmentLib for Hi161x 



This is to prepare for switching to generic PciHostBridge, and
PciSegmentLib is needed by generic PciHostBridge driver.

This module copied from
edk2-platforms/Silicon/Socionext/SynQuacer/Library/SynQuacerPciSegmentLib.
