AmdPlatformPkg: Adds ACPI MCFG configuration 

Adds ACPI MCFG table to list of supported tables.
Adds CM_ARCH_COMMON_PCI_CONFIG_SPACE_INFO configuration information.
Adds set/get function to update/populate the
pci config space information.
