Platform/SbsaQemu: Use PcdPciIoTranslation PCD from MdePkg

PcdPciIoTranslation PCD is relocated to MdePkg that leveraged by
both ARM and RISC-V arch. This patch uses the one from MdePkg
instead the one under ArmVirtPkg.
