Platform/Sgi: Define SLC supported PPTT container 



For Neoverse reference design platforms with CMN-700 mesh, System Level
Cache (SLC) of CMN-700 is treated as a PPTT cache and not a memory-side
cache. Define a PPTT container type supporting SLC for these platforms.
