RISC-V: Add RISC-V PeiCoreEntryPoint library

- Add RISC-V PeiCoreEntryPoint library that incorporates with
  opensbi next phase switching mechanism.
- Use RiscVFirmwareContext library to get the pointer of
  opensbi FirmwareContext.
