The version of various components of the stack are updated in this
release. The corresponding changes in the scripts include -

- Ubuntu 20.04 to Ubuntu 22.04
- installing libstdc++6 needed for build.
- installing gcc version 12.3.rel1
- installing e2fsck 1.47.0
- installing required python packages.
- updated install-gcc to locate new web link.

- Amends to the x86_64 docker file to accommodate
 changed done for adding aarch64

- Correction to install-libfdt.sh to cater for
 the case of aarch64 host platform

Added support to build docker image
to build on aarch64 host paltforms

Checking if the user executing the script is root, throws an error.

Add the argument '--network host' to the build command is needed on vpn
connections.

This change configures locale information that xterm needs to allow to
launch gui terminals inside the running container.
An environment variable 'DISPLAY' is also introduced in the docker run
command, to configure a display for the container.
