usecase: improve ngfw usecase

Use ikev2 to setup IPSec for compatability
with Ixia BreakingPoint. Add ability to configure
multiple Snort instances. Add ability to
individually enable components in NGFW.
Add additional ACL rules and startup arguments
to NGFW for benchmarking.
