patches: add a VPP patch to resolve build issue

0001-build-replace-phony-target.patch is just a cherry-pick of [1] to
resolve VPP build issue on some platforms. [1] was already merged in VPP
master branch, but not included in VPP v23.02 release used by
dataplane-stack. This patch will be removed once VPP version in
dataplane-stack is bumped.
