package/gst1-plugins-bayer2rgb-neon: new package

gst1-plugins-bayer2rgb-neon[1] is a gstreamer1 plugin which uses
bayer2rgb-neon library to decode raw camera bayer to RGB using NEON
hardware acceleration.
