libsvgtiny: remove TARGET_CONFIGURE_ENV

TARGET_CONFIG_ENV got removed in e721a7c0 (Merge TARGET_CONFIGURE_ENV
into TARGET_CONFIGURE_OPTS), so remove it from the recent libsvgtiny
package as well.
