configs/rdn2cfg1: introduce MPAM config fragments for rdn2cfg1 



Introduce MPAM config fragment file for rdn2cfg1. Add kernel
configurations required for enabling MPAM to the file. Additionally,
add the config fragment file to defconfig's config list if MPAM is
enabled for the platform.
