Update components version in requirements to comply with RTD support changes;

Update multiple components version in requirements to comply with recent
RTD support changes:
  - public RTD server requires now sphinx version >= 5.x

This is required to regenerate the documentaiton of this release to allow
update of the 'latest' index tag.
