The RD-N2-Cfg2 is a quad-chip version of the RD-N2 platform. The
Neoverse Reference Design platform software stack now includes support
for this platform. Add the manifest file for this new platform.

The RD-INFRA-2021.09.17 release refreshes the software stack for all the
supported Neoverse Reference Design platforms. So update the release
tags in the manifest files.

For the RD-INFRA-2021.04.30 release, update the RD-N2 and RD-N2-Cfg1
platform manifest. The only change in the manifest of both of these
platforms is the tag used, that is, tag is changed to
"RD-INFRA-2021.04.30".
