infra: update the manifests for RD-INFRA-2022.04.04 release

The RD-INFRA-2022.04.04 release adds support for additional features for
the RD-N2-Cfg1 platform. The pinned manifest of the RD-N2-Cfg1 platform
has been updated accordingly for this release.
