infra: update the manifests for RD-INFRA-2022.12.22 release

The RD-INFRA-2022.12.22 release includes refresh of RD-V2 and RD-N2
platform variants. RD-N2-Cfg3 platform support is newly introduced.
The pinned manifest files of these platforms have been updated
accordingly for this release.
