Fix RTD syntax for newer version support and add info of newer releases

Changes include:
 - multiple fixes on some .rst files to reflect newer RTD/sphinx syntax;
 - fix conf.py to allow build;
 - minor improvements in the document structure;
 - add warning banner message pointing to latest TC release documentation.
