aemfvp-a: add manifests for AEMFVP-A-2024.04.15 release

The AEMFVP-A-2024.04.15 release provides an integrated software stack
release for non-RME and RME enaled stack that is usable with the
AEMFVP-A fixed virtual platform. There are two separate manifests
introduced here with this patch - one for non-RME software stack and
the other for RME enabled software stack.
