cmn700: allow to program hn count for multiple scg groups 



Currently, CMN-700 module allows programming the number of HN-Fs for
System Cache Group 0 (SCG0). In preparation to enable multiple SCGs,
allow programming of HN-F count for multiple SCG/HTG groups.
