tc2/scmi_perf: Add SCMI-Perf FastChannels 



Add SCMI Performance FastChannels configurations for the 2 performance
domains.
The default build configuration is without FastChannels.
To enable SCMI Performance FastChannels please add
`DSCP_ENABLE_SCMI_PERF_FAST_CHANNELS` to your build commands.
