update build_module and claen_module as per Makefile change

Unwanted modification happened in:
Revert "Vagrantfile: Use 0.0.0.0 IP for jupyterlab"
This reverts commit c3af0526.

Assume --install-all if no option is given.

If installing the distro packages fail, there is no point in carrying on
as the basic environment cannot be guaranteed, and obscure failures will
ensue.

Install packages one by one to avoid failure of apt when some packages
do not exist. This happens when an apt-based distro lacks one of the
Ubuntu package name.

Remove the trailing /main which is not supposed to be there.

Avoid breaking the chroot by leaking PATH inside it.

Preserve symlinks in the copied source tree.

Add selenium browser driver to be able to export bokeh plots to e.g. PNG.

Use unicode horizontal line U+2500 instead of = for the toc "section"
titles.

More memory seems to be necessary to build the documentation

Avoid getting killed by github actions without any backtrace.

Allow building extension modules on aarch64, as it often does not come
with prebuilt wheels.

Workaround this issue by using a different set of requirements.txt:

Allow connecting from outside the VM by default.

Decrease install time by removing packages for this unused feature.

Since Jupyterlab >= 3, node.js is not required anymore to install
extensions, which are simply installed using pip.

Since scientific python stack is not prebuilt for aarch64, it is not
necessary anymore to install the build dependencies of these packages.

Add missing blank line between release titles.
