Introduce ArmPlatformPkg/ArmFfaConsoleLib 



In context of running the StandaloneMm payload as a S-EL0 SP on
top Hafnium (VHE enabled):
Add ArmPlatformPkg/ArmFfaConsoleLib console service using the
FFA_CONSOLE_LOG supervisor call.
