product/rdn2: update PCIe IO_MACRO_ELEMENT_CONFIG macro 



Modify IO_MACRO_ELEMENT_CONFIG macro to accept PCIe Integration Control
register as separate parameter. This avoids forced mapping of ECAM and
MMIOL/H regions to a specific IO Macro.
