IVGCVSW-8508 Fix JNI build error 



* Cmake not finding flatbuffers while building JNI
* JNI_INCLUDE_DIRS path was overridden by cmake when we moved to use cmake in devenv
  rather than the one in system. Setting JAVA_HOME explicitly fixes the issue
