Support ZUC-EEA3 and ZUC-EIA3

Added support for ZUC-EEA3 and ZUC-EIA3
algorithms, in SSE and AVX.

Note that the input data length passed in the new functions
is in bits and not in bytes, as it is generally done
in the rest of the library.
